The St. Louis Housing Authority is a federally-funded agency, operating independently of city government. The agency, with its 65 employees, helps provide low and moderate-income public housing for more than 24,000 residents and clients in the City of St. Louis, and through partner programs, offer residents opportunities to improve their lives.

What we are looking for:

  • Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor's Degree in Business or Public Administration and at least ten (10) years of progressively responsible experience in property management or managing public housing programs. An advanced degree and experience with property/asset management preferred. Must be certified as a Public Housing Manager within six (6) months of employment.  
  • Knowledge of multi family dwelling units and all phases of low-income public housing programs. 
  • Knowledge of local housing market. 
  • Knowledge of financial management and public housing accounting. 
  • Skill in negotiating contracts, mediating disputes and building consensus. 
  • Monitors the HCV and Public Housing budgets monthly to ensure that program performance is within budgetary parameters and to ensure necessary changes are made to comply with budgetary limitations. 
  • Monitors and analyzes market trends to ensure the housing programs are competitive. Oversees the development and approval of marketing plans for HCV and Public Housing. 
  • Oversees and directs the HCV Programs. Ensures that admissions and occupancy are performed in accordance with HUD guidelines and SLHA policies and procedures. Ensures that the HCV budget is prepared and monitored in accordance with HUD guidelines and SLHA policies and procedures. Ensures that inspections and payments are achieved in a timely manner. 
  • Oversees and directs the Public Housing Program. Ensures that admissions and occupancy are performed in accordance with HUD guidelines and SLHA policies and procedures. Monitors the private managing agents to ensure compliance with financial, maintenance, occupancy, unit turn around, security, safety and regulatory contract provisions.
